The Canadian Association of Lutheran Congregations (CALC) is organized as an association of independent congregations and individual associate members who share a common Confession of Faith and a common Statement of Purpose. Congregations have great freedom and autonomy in the governance of their affairs, subject to the mandates of Scripture and the Lutheran Confessions.

CALC is governed by its federal charter, the CALC Act , and its Constitution .

Governance Structure
Authority to govern the affairs of CALC is shared between and among:

The highest constitutional authority delegated by the congregations to the Canadian Association of Lutheran Congregations is vested in the General Convention. The General Convention meets annually by call of the President in consultation with the National Council. The annual General Convention typically takes place in April or May. The venue for the convention is chosen by the previous General Convention.

The National Council (NC) provides general oversight and management for CALC. The National Council consists of the Executive, the elected Elders and the elected Trustees. The National Council functions as CALC’s legislative agency in the interim between General Conventions in order to deal with situations which necessitate action before the next General Convention.

CALC’s Executive is made up of the office of the President, Vice President, Secretary and the Treasurer. The President is the chief executive officer of CALC and chair of all meetings of the National Council, Board of Elders and the members of CALC. The Vice President assists the President and chairs meetings in the President’s absence. The Secretary keeps corporate records. The Treasurer keeps financial records.

The Board of Elders is responsible for the matters that pertain to the faith and life of our Association and its members.

The Board of Trustees is responsible for the secular and financial matters and affairs of our Association.

Congregational Constitutions and Bylaws
CALC’s member Congregations are not required to adopt any particular constitution. CALC has developed a Model Congregational Constitution as a resource for our congregations. To download our model constitution as a Word document click here.
